Establish a Bi-City Task Force to discuss issues that would benefit both cities. Many in our community have recognized that it is difficult, if not impossible, for one Texarkana to prosper while the other Texarkana declines. Therefore, it has been recommended to form a small group of four to six members from both cities to create a Services Review Task Force. The purpose of the task group would be to meet at least quarterly to discuss ways to streamline city services and bring similarity to the two cities requirements and future planning. This group could address differences in building codes, zoning, joint drainage issues and plans, beautification of the cities, emergency traffic signal preemption along major collector routes for emergency vehicles, joint tourism advertisement, merging of departments, redevelopment of downtown, and public safety issues to name just a few. This task force would consider input from the community and report to both city governing bodies on at least an annual basis to suggest changes.
