Would the changes improve existing economic and traffic conditions?

Redesign State Line is one of the unique attractions that make Texarkana what it is. It is one of the attractions that cause people to exit the interstate and check out our city. When they pull off of the interstate we need to make sure what they see is visually appealing landscapes, buildings and roadways. Currently Stateline has declining property values, neglected properties, absentee landlords, and declining traffic counts. Stateline needs a total redesign that would start at the Interstate 30 and go to the Post Office in Downtown Texarkana. There have been several proposals to make State Line more attractive to residents, consumers, and businesses. Some of these proposals include: -reduce overhead clutter by installing underground utilities,
-pass a new sign ordinance that would eliminate banners and regulate signage,
-establish historical districts that would control new construction, paint selection and modifications to existing buildings,
-narrow State Line from five wide lanes to three or four more narrow lanes while enhancing the sidewalks and on street parking,
-ban new billboards and try to eliminate existing billboards with a buyout plan.
